How is care for people with serious mental illnesses structured and paid for in other countries? What can the US learn from those models?

Most developed countries other than the United States rely on primary care providers to provide the bulk of care for people with serious mental illnesses, and pay for them through universal, publicly-financed health insurance. There are potential advantages and disadvantages to each of these systems. However, there is very limited data informing which approaches are the most effective at providing care for people with serious mental disorders.
